Getty Images WASHINGTON -- U.S. service companies expanded at a slightly faster pace in January. New orders, sales and hiring showed strength in a sign that financial firms, retailers and information technology companies foresee stronger growth. The Institute for Supply Management, a trade group of purchasing managers, said Wednesday that its service-sector index rose to 54 from 53 in December. Any reading above 50 indicates expansion. The improvement points to continued economic gains for the service industry, despite some challenges posed by freezing temperatures and winter storms last month. The survey covers businesses that employ 90 percent of the U.S. workforce, including retail, construction, health care and financial services firms. Because these companies are less sensitive to nasty weather than manufacturers are, the January figure suggests that a reported slowdown at factories last month was due in part to the winter chill rather than to broader weakness in the economy. The services sector has experienced "slow, incremental growth" for the past four years and is on a sustainable path, said Anthony Nieves, chairman of ISM's services survey. "It's been chugging along very steady," said Nieves, adding that the 4½-year-old recovery from the Great Recession has been "very resilient even with the ups and downs." A measure of new orders rose 0.5 points to 50.9. The measure for hiring rose 0.8 points to 56.4, the highest reading since November 2010. The improved employment measure could point to solid jobs gains in the January employment report being released Friday by the Labor Department, said Maninder Sibia, an economist for Contingent Macro Advisors. Earlier this week, the ISM said its survey on manufacturing plunged to 51.3 in January from 56.5 in December, partly because cold weather delayed shipments of raw materials and caused some factories to shut down. The drop rattled the stock market as evidence that the economic strength coming out of last year might be starting to fade. The economy has lost some momentum after expanding at an annualized 3.2 percent annual rate in the final quarter of 2013. Orders to U.S. factories fell 1.5 percent in December. Incomes were practically flat that month as well. Auto sales slipped 3 percent in January. And the U.S. stock market plunged in recent weeks on turmoil coming out of emerging market economies such as China and Turkey.

Elise Amendola/AP NEW YORK -- Netflix has reached a deal with Comcast to ensure that its TV shows and movies are streamed smoothly to households, the first deal the online video streaming service has reached with an Internet service provider. The two companies said in a joint statement Sunday they're establishing a more direct connection to provide a better service to customers that will also allow for future growth in Netflix traffic. The companies say the arrangement is already giving customers a better experience. Netflix (NFLX) had 33 million U.S. streaming subscribers at the start of the year and accounts for about one third of all traffic at peak times on the Internet, according to research firm Sandvine. As the video steaming company has grown, Internet service providers like Comcast (CMCSA) (CMCSK) have pushed the company for more structured deals to enable its content to be transmitted smoothly and reduce the strain on their networks. While the companies didn't disclose the terms of the deal, Netflix investors will want to know how much this deal will affect the company's bottom line and whether the costs will be passed on customers. Netflix has been resisting paying fees to Internet companies and this deal could open the door to similar agreements with other providers. Netflix is already experimenting with different rate plans that charge slightly more for households that want to stream its shows and movies on four different screens simultaneously. The deal comes after months of collaboration with Comcast though Netflix will receive no preferential network treatment under the multiyear deal, the statement said. An under-$10 biotech stock that's trending very close to triggering a near-term breakout trade is Transcept Pharmaceuticals (TSPT), which is focused on the development and commercialization of proprietary products that address important therapeutic needs in neuroscience. This stock has been hit hard by the bears so far in 2013, with shares off by 36%.
If you take a look at the chart for TSPT, you'll notice that this stock has been trending sideways inside of a big consolidation pattern for the last three months, with shares moving between $2.71 on the downside and $3.25 on the upside. Shares of TSPT are counter-trending higher today in the face of a very weak tape. This move is starting to push the stock within range of triggering a near-term breakout trade above the upper-end of its sideways trading chart pattern.
Traders should now look for long-biased trades in TSPT if it manages to break out above its 50-day moving average at $2.91 a share and then once it takes out more near-term overhead resistance levels at $3.16 to $3.25 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 138,444 shares. If that breakout triggers soon, then TSPT will set up to re-test or possibly take out its next major overhead resistance levels at $4.23 to its 200-day at $4.39 a share. If those levels get taken out with volume, then TSPT could easily hit its next major overhead resistance levels at $5 to $5.50 a share.
Traders can look to buy TSPT off weakness to anticipate that breakout and simply use a stop that sits right below its recent low of $2.71 a share. One can also buy TSPT off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Any high-volume move above those levels will then put $4.89 to $5 into range for shares of TSPT.
